1984 turbo look stopping issues

Car does not stop well for a car with turbo brakes. Checking vacuum system first. I can't seem to find any schematics with part numbers, etc. From the venturi, I have a short hose which seems to have been changed but is hard and cracked. This goes from venturi to a tee. The small side of tee has a small braided hose with a bolt stuck in it blocking it off. Where is this small line supposed to go? If I don't need it I can feasibly just connect a new hose from venturi to brake booster line directly without a tee. The other side, the second side should go forward to brake booster. I get 11 Hg at the venturi. That seems low. There is also another small braided line floating around not attached in engine compartment near firewall that goes under RR quarter to the charcoal canister i guess.

Once i get vacuum right at engine then i can check it at booster.
