starter ( doesn't )
 
Just rebuilt the engine and it runs fine (whew!), but the starter acts like the battery is weak. Turns real slow and intermittant.
The Battery is putting out 12 volts.
tried the engine compartment connection. Same thing
I took out the ground at the transmission and cleaned it up and the contacts.
Took out the starter and run it on the bench and she spins.
Used a separate battery to energize the relay (cutting out the ignition switch) no good.
used a rermote battery to the starter and relay. No good.
So......
It is not any connection to the starter and the starter checks out.
All that I can think of is the new engine Turns hard or the starter is weak and only works on the bench with no load.

any ideas?

With the starter in the car check for a voltage drop at the starter while cranking, if not much then you have a weak starter. Not uncommon to have a unit that will spin no load but not crank the motor. You can also test run the starter in a vice and run a chunk of wood against the pinion gear to simulate the load as a shade tree test.
