I just got done putting new 40 IDF Webers on my 69 912. I am yet to start it up, but I noticed that the Weber springs are a little too weak to put the carbs back to idle when slowly letting off the gas. If I let the pedal spring back only then the carbs seem to fall back to idle OK. Has anyone ever had to "supplement" the Weber springs with say the old springs from the Solexes?

Also, I removed the paper hoses that "T" on the top of the fan shroud and the hose that runs back from this "T". It was clamped to an inlet on the passenger side of the engine compartment. What is coming from that inlet? Fresh Air? Is is OK to leave it just open?

I also have Webers with this problem. I fitted springs from the air filter base to the the carb linkage to help return them to idle.

I have the same type of T connection on my 69-912. My understanding is it is used to pre-heat the intake air by mixing air from the passenger cabin. I don't know where it ends up in the passenger cabin or pulling from but I capped mine off at the engine compartment end for fear of drawing fumes into the cabin. A 35mm plastic film canister makes a good plug. Being in Southern California, I wasn't to worry about having the engine draw air that's too cold. Maybe someone on the board has been able to track down this vent pipe and has more info. Capping it off for me seemed to make no difference on the engine performance. I am running the stock Solexes with split shafts.

Use your Solex throttle return springs and do as John said. The tubes at the top of the fan shroud if I'm not mistaking are for the emissions control, and on webers you don't need them so take it off, but if your in California keep it for who knows what our legislature will do next.
