fuel filter

Should the inline fuel filter (clear plastic) stay full all the time? When the car is running I can see just a trickle coming thru?!? I've noticed that when I stop (and shut the motor off) theres tiny bubbles coming from the fuel pump side of the filter and after a while the filter is full?! Ive cleaned the pickup filter in the tank and blown all the lines out.
The car seems to run fine and there's no fuel coming from the weep hole on the pump. Can a fuel pump go bad without it weeping?

I've never known them to be continualy full, the bubbles are just normal, guess its just unspent fuel draining back to the tank.

If it runs fine, don't worry about it.
