Using forward pressure (pushing towards the front of the car) carefully (!) twist the entire butterfly counter-clockwise. It should twist about 1/8 turn and you'll feel it disengage from the wheel hub.
If it hasn't been off in a few years, I'd suggest disconnecting the battery cables, and with a towel under the wheel, spraying some WD40, etc. in there to make sure nothing is stuck together. You want to avoid having to use heavy pressure, especially on the "wings" which could snap off (pot metal,) so begin by trying to twist it using the center hub area.
