Can this rear be returned to stock easily? It is a 67 912. I realize removing the flares would be involved but am most interested in the area between the tail lights.

Shouldn't be too hard - I think that what you've got is an aftermarket bumper/reflector "update" setup. Basically, what you need is an original license plate panel, 2 bumperettes and a few odds and ends, all from an early car. It would help if you could remove the reflector and bumper center section to see if the required mounting points are still under there.
Since you have the flares, you might have the basis for a really nice 911R or lightweight type clone, depending on you taste and budget.
