I have an extra right front chrome bumper guard. Chrome is very good no rust or pitting. It has no provisions for a rubber strip. It fits my 69 but I am guessing it is from an earlier year. My 69 has a black plastic filler piece at the top rear of the guard. This one has a welded on chrome steel plate. The logic is lighter weight and cheaper to make in later years = plastic (1969).
I bought it from Parts Heaven for $35.00 then decided to have my old rusty one re-plated which cost $80.00. I wanted both front guards to be the same after I discovered the difference. Let me know. thanks. Ron

I believe the idea for the black plastic piece on the back of the bumper guard was to reduce the glare that might be directed into the driver's eyes. Anyway, that's what someone told me when I bought my car. Seems logical.
