Question After 17 years I got it to start. Now what

I'm getting there. I rebuild the Solex carbs so now gas will come out of the little brass tubes, but in rebuiding them ( Never did that before)I'm sure I changed float setting and idle mixture screw setting. I'm not sure where to start to tune them up. I got my car to run at first by pumping the gas over and over again after I turned the key and the car started (2000RPMs). Without pumping the gas it would stall. That went on for about 20 seconds followed by poping out of the carbs (I think it was the carbs) that went away after 10 seconds or so. At this point the poping stopped and I didn;t need to pump the gas like a madman. The RPMS were at 1500. So I got out of the car to check for leaks. I saw gas coming out of one of the carb tubes the one in the center that each carb has.So I turned the car off. I didn't see any blue smoke at all but ALOT of rust/carbon blew out. In fact it looked like one of those old movies from 1920's when the Kestone Cops start there car. Anyway how do I set the float level? Can I use a Manometer to set the carbs? My 68 have a vaccum line right under each carb that the Manometer could go to. And last question, Is there a certain number of turns to ballpark the Two idle screws? i.e 2 1/2turns from all the way in. Thanks for any Help Gary from Greenwich CT
