1976 912E Speedometer

I am looking at purchasing a '76 912E with a speedometer that does not work. It runs very fast meaning it shows the speed as faster than what the car is actually moving. Does anyone have a cause or can help me understand how hard it might be to fix?

Does the car still have the stock size wheels and tires?

Stock wheels with “slightly larger” tires.

My understanding is the original tire size was 185/80/14 and it now has 195/60/14.
