Lightbulb Help! Headlights aren't coming up!

So after a nice dinner last night we are set to leave the restaurant. go to turn on the headlights and while the interior lights and parking lights/turn signals come on, the headlights don't come up. I take a closer look and the lights are ON, but the motors aren't sending them to the upright position. Any ideas? My first thought is that it's a fuse issue but I was hoping that someone here could confirm/deny this.
