Electrical problems
 

I am having some electrical problems concerning fuses 3 & 4. I am getting no power to those fuses. Also I am getting no power to the wiper motor, horn and blower motor. Is it all connected together somehow? What and what could I do to resolve the problem? Bill

Take a look at the electrical diagrams. They're in B&W in your Haynes manual (if you don't have one, get one--for ~$15, it's about the best investment in the car you can make!) or in color in the "electrical diagrams" section of this very web site. Trace the circuits from fuses 3 and 4 back to the battery.

I have a manual and we checked it out but I still can't seem to find the problem

the fuses may not have 'power' when you're checking them.
Try a test light on the top and then bottom of the fuses- if it lights up on one spot and not the other, bad fuse/connection there. You may want to check with the fuse with the test light as you're turning the wiper/blower on and off. The light will light up as the circuit is completed (through the switch) to that item.
Also, get a jumper wire, try and jump power and/or ground to the things that dont work, if they work that way then yep, a problem from fuse box to wiper/blower OR power to fuse to wiper blower.
Horns are stupid to trouble-shoot. Good luck with that, if you cant get it to work its probably the brake light switch.

Forgot-
always check power TO the switches first, right?...I guess theyre no good without power. Then try fuse-block.

I replaced all the fuses with new ones, I do have a tester w/light, checked top and bottom, with and without power and still nothing.

When the ignition switch in turned on, it connects power from the battery to Pin X of the switch. The red Pin X wire is directly connected to Pin 15 of the Headlight switch via a continuous conductor and the fresh air relay via a red and white jumper wire. If there is no power on Pin 15 of the Headlight switch, it will explain the lack of functions you describe. Chances are, the ignition switch is defective.
