#9 fuse poping like crazy

I went to get in my car to drive to work the other day and noticed the #9 fuse (tail lights/cig lighter) was blown. So I thought oh well I'll just replace it. No sooner than I touched the new one to the posts it snaped. So I turned it off and drove my truck to work (that sucked because it was a nice day!). Now I have some time off and need some ideas what could be causing it. I have already looked over the wires int he trunk and they look fine. My lighter doesn't work so I don't know if that is it or not. Thanks for any help. Now I'm off to look at the wiring diagrams.

Take a look at the lightbulbs, sometimes when they blow, they short.
