Hot Air Fan Runs TOOO Much

I noted that the hot air fan seemed to run in the closed position (bad) as well as the open position (good). Tonite I removed the console and undid the two bolts holding the lever down. I found the insulation on the spade lug supplying power was deteriorated and it was rubbing on the tube next to it. After bending the lug slightly away from the tube, I wrapped the lug in some electrical tape and reassembled. NOW it only works in the full on position.
