Distributor retard
Why does the 914 need distributor retard? When the static timing is read without the hose on a '76 2.0 d-jet, what should it be roughly? Is it around 7-1/2 BTDC then it is retarded to 0 BTDC? How far can you advance the timing before trouble starts?

I would expect the vac retard to be strictly an emissions factor for idle and off idle. I would not advance the distributor if maximum advance is o.k. or the rate of advance is steep. Map your advance in 1000 rpm increments with a timing light to get an idea where you are at.
