Speedo fluctuation

Has anyone had a problem where at low speed
the speedo goes up to 90 degrees up and
down and as speed gets to about 30 mph
steadies and is readable and usefull ?
I just want to know if the elbow is bad
or speedo cable , any guesses ? Thanks

I have a 72 speedo that came from a car with a broken angle adaptor. When I put in my 74 with a working angle and cable it did similar things until it finally snaped the cable. Upon inspection I found that the speedo was frozen, I took it apart and found that the grease had turned to tar and would not let the cable spin. I guess that it sat for so long, unused, it froze up. Pull it out NOW because a speedo cable is $30 and a pain to install.
