Ignition Troubleshooting help

I am trying to troubleshoot a problem with my 1974 1.8 (carb conversion). Basically, the car will not start but will turnover easily. I have been following the Ignition Troubleshooting documents in the Tech Info Center and I believe the problem is with my coil. I found that I have +12 volts to the coil with the ignition on, however, when I attempt to check for a spark between the coil plug wire and ground (as suggested by Dave D) I do not get a spark. This makes me think it is the coil. However, I do get a spark between the temporary wire (connected between coil negative and ground) and ground when I disconnect it. Should a spark occur at this spot? Am I doing the procedure wrong? Any help would be appreciated.
