Fuel injection help, 72 1.7

My car used to run well. I pulled the tank, did the POR-15 thing, changed the fuel filter, and cleaned the injectors. It should run better, right? Wrong! It just sputters throughout the RPMs. I checked the fuel pressure and I am getting 30psi. I swapped 1 and 2 injector leads and no change. So I pulled the injector leads one at a time. Three of them made very little change and #2 would stall the engine. I checked voltage at the three and am getting like 0.5V. Does any of this make sense? Any recommendations on what to do or check?

Pull the injectors and check the spray pattern into a baby food jar. Unplug the coil lead to the dizzy and have a helper turn over the engine so you can see the pattern for each injector. Should be a nice even cone pattern.
