Consistently running too rich, even at 26psi on 1.7 D-jet

Getting my EFI system up to speed, but still running sooty (on the plugs) rich at all times. I have the set-screw on the ECU turned counter-clockwise all the way, & I'm running 26psi fuel pressure on stock injectors on a stock engine (1.7l D-jet). I don't want to try any leaner as I still want to ensure enough fuel on WOT: Plan to install my Wideband O2 this weekend so I can check things better.

I've gone through the entire EFI system: new hoses, clamps, checked sensors/valves, new vacuum lines, & recently, the following:

*Timing is at the red tick mark @ 3500 w/both vaccum lines removed/plugged on the disty
*Disty is rebuilt with good diaphrams in the canister
*All vacuum lines are new good, vacuum is 14" at idle, quickly zero's when throttle is blipped
*Intake boots are fresh, intake manifold gaskets are new
*Fuel injector seals are new, EFI lines are new
*Compression: 125, 127, 128, 130 on a stock 1.7l d-jet
*TB recently replaced with a good used oned: bypass ports were/are clear, idle-set screw is all the way in, & does raise idle further if loosened.
*TPS was set via ohm meter off the popular Pelican Parts forum reference
*if Disty is retarded to get idle down to 1k, car will not rev, just bogs
*balanced injectors (stock), & tried a few more as well to get even flow patterns (via reading plugs)

Any ideas??

Does the MPS hold a vacuum?

yes, I should put a gauge on it, but I got it to hold about 17-18" for a while back a month or two ago.

I need to check the ECU & MPS part numbers, ensure they're not for a 2.0 d-jet.
