Do ALL 914's need heat exchangers?
fuel inj or carbed, are these a 100% necessity?

THe heat exchanger is just a pair of exhaust pipes (obviously needed) with a sheet metal shroud around them. The shroud has an intake and an outlet for 'fresh' (ha ha) air which is circulated around the hot pipes and blown into the passenger compartment for heat. You need them if you need heat. (will the car pass your local 'safety' without?) I presume the sheet metal shroud has rotted off the exhaust pipes and you've checked the price of SS replacements. You can choose to use the pipes and forgo the heat, (plug the tubes at the rear inboard end of each rocker under the engine bay) or buy used SS units for $200-$250 per pair.

Is your question whether you can have a 914 exhaust system without heat?
YUP, they're called headers...your car doesn't need heat if you don't. Bursch, Kerry Hunter and several other mfr's make them. Prices range from a couple hundred bones to probably over $1000 if you want a full race SS setup.
