Key barrel or ignition switch?

I've tracked my problem down to either the key or the ignition switch behind the key. Everything works except when they key goes to the starter position. If I take the switch out, I can make the contacts close by rotating the switch with a screwdriver. The key barrael doesn't seem too loose.

My guess is one of them has worn out enough so that there is enough slop in the system to prevent it rotating enough to work. But which of these two pieces typically wears out first??
