testing emerg flasher switch....

I am trying to bench test a flasher switch. The electrical diagram was helpful, but I still have a few questions.

The lug on the side... This appears to be a ground. Should I get contunity between it and the body of the switch? I have no current between it and any other lug with switch open or closed. It appears I have lost the ground to electrical resistance if this is indeed the ground.

With switch open I get current from 49a to L and R; no current when switch closed.

With switch closed I get current from (+) to 15; no current between the two with switch open.

With switch open I get current from (+) to 30; no current between the two with switch closed.

The light bulb tests good.

Any suggestions?
