Brake pad retainer question

Just put in new front pads. I noticed the retainers had separated into two pieces so I replaced those with new.

I went to turn the wheel by hand and heard some scraping. It seems like the rivet on the retainer is touching the rotor. Maybe because pads are not yet seated? Still, seems odd so thought I would check here Some pics below. Yes, I know pins are not fully inserted, that is just in the photo. Thanks.

Doh! Just figured it out. Outer pad down too far. Pin not going through hole but sitting above it.
