Question Headlights

Having some problems with my headlights on our "73 914. The low beams work fine but when I flip the arm on the steering column to go to high beam the headlights go out. When I flip the arm again the low beams come back on. If I hold the arm when going to high beams the high beams will come on and stay on but when I let the arm go the headlights go out. When I hit the arm again the lows come back on. Could this be the relay or the switch in the steering column? I suspect it is not the wiring since the high beams will stay on if I hold the arm.

Most likely the relay. I believe it's a boxy-looking one on top of the fuse panel.
