Wiper cutoff $ Hazard light problem

Im trying to finish restoring the 760th 914 built. I have two problems and I wonder if they are typical, and if anyone can help.
#1: the right and left turn signals work. However, when I turn the hazard switch on, all four lights come on, but dont blink. I have checked the switch and believe it to work.
#2: My windshield wiper works but does not return to its start position when turned off. My repair book says that it should.

The best thing you can do is to first go through EVERY switch on/in the dash and steering column along with the wiring diagrams and verify that every wire is connected to the correct switch terminal.

I had many strange blinker/headlight/etc. problems in my 914. I spent a Saturday tracing wires from switch to fuse box to destination. It is a wonder that anything had worked on the car because I don't think any wire was hooked to the correct switch terminal, anywhere. Not to mention the ones that were just plain missing. After I got it all straighted out, everything worked correctly.
Also, the hazard circuit uses a relay to "blink" the lights. You may need a new one if they still do not "blink" when all the wiring is correct.

It may also be the grounds. When my lights started acting funny (after sitting for a few years on the beach) I cleaned the grounds behind each headlight and under the relay panel. Now they work fine. The WW is most likely the same problem (pretty common on 911's I'm told) the big brown wire is the ground.

Anyway the grounds are much easier to get to then all the switches, so maybe clean them up first. It can't hurt.
