On a 1970, which had the dash mounted wiper switch, can this new 924 wiper switch/lever be added? Ie, can the steering column be "forward dated"?

I believe that it can be updated, but it's going to be a lot of work. You'll have to sort out electrical stuff, as well as making sure the mounts work, and so on.

I did it to my 70'
I purchased a complete used wiring harness on eBay from a 74. fairly simple to modify the late column to fit. I also gained center console connectors and intermittent wiper function. takes a full day of work to re-string harness thru car. If you use 73 harness you can retain early tach with L&R turn indicators.

I did it because car already had damage to wiring harness after mice traveled from rear of car up to front trunk via heater ducts totally consuming front trunk wiring.

I also eliminated cigarette lighter so dash has smooth appearance from steering column to radio.

There is a tech article I wrote on the site here that shows how to remove the turn signals and wiper switches and use toggles installed in the dash. This was so when racing you did not accidentally keep starting the wipers or turning the signals on.......which make you look like a dork. The ribbon cables, wire colors and function are all laid out.

It could be used for other things too as the two flat ribbon cables are quite hard to get into but there is a small hole under there and both connectors are visible so they can be popped apart by a well trained Porsche mechanic (now nearly extinct).

I don't know about the 924 system, but you can install the later 914 unit that has the switches on the column. frankly I HATE the column switches. to easy to hit them and turn them on!!! worse with a small steering wheel, but even a problem with the stock diameter wheel. some aftermarket wheels maybe very close to the switch arm, UGH!!!!

I really prefer the dash mounted switches on all my cars. got a few modern cars with switches on the column and hate them, got a VW vanagon and always seem to hit the wipers in a turn.

I have owned several 914s and enjoy the controls on the early cars the best.

however some folks like them, I don't.
