gas tank gasket

Just a simple question here...

Is there supposed to be a rubber gasket between the fuel tank and the plastic box that is bolted onto the tank? I know I've got a gasket on the top side, where the bolts go through to the tank.
It seems as though there should be one there to form a tight seal.

Yes, there is a rubber gasket between the upper plastic container (vapor recovery tank?) and the main fuel tank. I was trying to find a replacement just last week but have not found one.
