In some (maybe many or most) that is true, but I know that the billing is also a way for the better teck to be paid more than the lesser ones. The book hours is for the average tech. If a shop allows poor quality work to go out and not have the teck acountable, then it's a bad shop as much as a bad tech.

My buddy works at a Sears auto center as a service advisor. He has told me some storys about techs just trying to make money. One guy's goal there is to get 20 book hours per 8 hour shift. Now I know this might be possible sometimes while maintaining good quality of work, but I am just glad I have always worked on all my cars myself. I guess I have always had more time than money also.
