Perhaps this is a bit premature since my "good engine" is still in the floor, but:

Do these two kits work togeter or does the short shift kit include or negate the need for the lockout kit?

You can use both together. Are your springs really weak? Is your lockout plate really damaged? Most of the time, all you need to do is adjust the shift linkage.

I have not seen the short shift kit, but the stock shifter has a couple of internal bushing which wear out and create tremendous amount of slop, which is most noticable when you are in gear and can still move the shifter significantly from side to side. If the short shift kits replaces these with new ones or get rid of them, it may be the reason a short shift kits helps sloppy shifting.

To replace the bushings and the spring for the standard shifter is about $45 but are available only from a Porsche dealer.

Both sides of the lockout plate should be straight (well, except for the obvious notch at the end).
