starts up rpms goto 2000 rpms
1973 914 fi when it starts rpm run all the way to 2000 rpmsi have a 1/2 or so vaccum line coming from the main air intake to the air cleaner then out the other port on air cleaner to pcv valve but this acts like a giant vaccum leak when i plug thahose going to air cleaner idle is normal should this line bypass aircleaner straight to the pcv valve funny thing is after it warms the idle goes down to normal even hooked up the way it is

I'm not following your description completely, but based on the symptoms it sounds like you may have a bad lead or heater element on your Auxiliary Air Regulator (AAR). I paste from Anders' site on the AAR:
Engine stays at fast idle for a long time after starting (more than 10 minutes). Check by removing the regulator and grounding the case and applying +12V to the input lead. In a few minutes, if your heater is working, you should feel the base of the AAR getting warmer - eventually, it gets quite warm. If the lead is broken where it enters the AAR, you're out of luck. It is actually insulated through the crimped connector into the AAR - a really crappy design, as it's easy for the insulation to break down and short it, or for it simply to break off due to stress from handling. If it's broken right at the connector, you may be able to salvage it by rebuilding.

already checked it is working i have a 1/2 vac line coming from intake manifold straight to air cleaner ,then out the other side of the air cleaner to pcv valve when you start it sucks air from the air horn acting like a big vac leak if i plug this line idle is normal
