Brake pedal sticking

I own a 1976 914 and the brake fluid resevior always runs low so I'm losing fluid somewhere but I'm not sure where . No fluid on the rims or the ground and when the pedal is applied the brakes work but the pedal does not return to the normal position. After stepping down on the pedal that's where it stays until I put my foot under the pedal to force it back up. Any ideas ....?

Sounds like your master cylinder. If your pedal box bushings are still the original plastic, brake fluid leaking from the master cylinder will cause them to swell and stick.

Remove the drivers wood floor board and check around the master cylinder boot to look for fluid. If it is your master cylinder, it's probably time to rebuild your pedal cluster too.
