New fuel pump

Installed a new in line high pressure fuel pump ,a two line suction and pressure pump then ran return line directly back to the tank when I turn it on runs two seconds like it's supposed to but have to turn on and off three times to build enough pressure it also slowly drops pressure do I need a check valve or maybe air in the system 45 psi pump
