What is this ?

Removed front bumper today and this thing was hanging.....anyone has an idea of what that is ?

Thanks guys ! It is indeed quite rusty on the front driver side. Next job is to dismantle brakes, axle and mc phersons
Anyone knows where the horn is mounted ? Haynes does not mention/show it on its manual.

There is usually a bracket above left bumper duct that hold horns.
