Where does this go?

There is a wire that runs along the fire wall up round the fuse box that ends with a missing connection on my car does anybody know what this is see picture below

Yeah the wipers work slowly but work hummm any other suggestions this getting interesting

Cool! is there anyway I could retro fit this to work on my car...very PORSCHE to have an courtesy light
