Are phone dials painted?

I have read all the posts about polishing phone dials and this is not clear.

I need to know if they are painted so I'll know what kind of polish to use. Well, what polish do you use?

what do you do if the paint has significant chips?

for the best look, paint them BLACK.

Black sounds interesting, but I am trying to preserve the original look of the car. How do I restore them if they are chipped or if the paint has just fallen off?
