prolly shouldnt be i am

i prolly shouldnt post a new topic but i am. i was wondering if what is done to my car is safe and if this is the reason it keeps failing. the PO took out the european fuse that controls the dash lights and motor for the headlights. he then took a fuse holder and connected it to the positive side of the fuse box for this fuse, he then had a 20amp fuse in the fuse holder. he cut the wire going from the fuse box to the headlight switch and took the unused end of the fuseholder wire and wired it to the headlight switch. is this where the problem is? if it is where can i get the right fuse to fit in this place and what is the rating of it?
