Post front fender glued down?

ok i took off the inside wheel cover and looked at the fender. It looks to have sealant all the way around where it mounts. Should I just cut through this? And does anyone know what it is so I can re-apply it when I get finished?

by the way: I am repairing my front fender because some dumb person hit me when I was parked in front a a friends house and didnt bother leaving a note or anything. If they took off any paint I would have hunted them down and killed them.

I think is some kind of cock glue. I think you should put the glue back because rust will start without it.

you mean CAULK right? cause thats what I was thinking... I need to go wash my hands if it is cock glue. Anyway, I can't seem to pull the fender off... I am going to go ahead and cut through with a razor, hopefully they have this stuff at the dealership tomorrow.
