I don't have one, so this is a wild guess. On a previous thread I think someone said there are two sets of marks, a white scale for MPG, and a grey scale (just above it) for GPH. Look at the topic:

How does the fuel mileage guage work?

look at the 4th post down. Then if you are going below 16-mph, then you need to be reading off the grey scale to get GPH. otherwise read MPG on the white scale.
