windshield wipers always on?

my windshield wipers are always on, the lever works and u can select different speeds, but when it is in the "off" position they stay on slow, anyone know if this is a motor electrical problem, or maybe something in the steering wheel column? in the meantime we have just been un-pluging them

P.S. this is an '83

Move the lever up one notch. The bottom-most posistion is the delay mode. From bottom to top the functions are:
Bottom: Delay mode
Next: Off
Next: Slow mode
Top: Fast mode.

Also: on your dash there is a knob that adjusts the delay time while in delay mode.

like i said even when its in the off position they are still on, where is the delay knob?

Oh, ok. sorry about that. I still don't understand the logic of putting the delay below the off switch, but what do I know...

The delay switch should be on the dash, on the right side of the steering wheel. Looks like the dash light dimmer light. (That's where it is on the newer dash: 1985.5 and up).

Check the intermittent wipe relay in the fuse board. Remove it and check the operation; the wipers should work but will not park.
