Don't have a 944 lifter to look at but most hydraulic lifters have snap rings to facilitate disassembly.
Crud gets caught in the checlk ball cavity and keeps it from seating.

I soaked mine in carb cleaner then blew them out. Prior to install i filled with oil and worked them. Apply moly engine assembly lube to the contact surfaces so as no scarring will happen on initial start up.
lifters provide the medium to which operates the valves. The bottom surface rides the cam and the upper contacts the valve. Hydraulic lifters (ours) use oit to pump up the lifter to always maintain contact, hence no adjustment necessary.

Think the rubber seal is to keep the pressure in because that whole insert is pressed in to capture the piston/check valve assembly.
