What makes the engine rpm, decrease fast?

What makes the engine RPM decrease fast down, after having rev. it high?
So standing in neutral and just kicking the throttle like a little child; up and down, can you influence the engine to very fast decrease the rpm, after haven hitting it up to ~6-7000?

Maybe there isnt a simple answer for this.
Would there be several answers if the question was raised for a
turbo/non turbo car?

First of all that isnt good..and im guessing because of the friction because of more heat? I really dont know exactly ....maybe you got some blowby? I know the single cams spin down a lot faster then duals. My s2s rpm drop half as fast as the SOHCs rpm.

Flywheel weight plays a big factor as well. I don't know what the flywheel weight is on a 944 but I know that it revs both up and down a hell of a lot quicker than the V-8 in my old Studebaker (and I'm guessing that the flywheel is the main culprit, as the Stude flywheel is a big heavy cast iron thing.) Makes for much quicker, neater double-clutched downshifts.
