Sometimes it surges

Wife took our '87 924S to school and said it started to surge just before she got to school as she leaves a light. But If she put the clutch when stopped it idealed fine. Trip home was great. I have already changed the fuel filter and the fuel regulator. I'm thinking abot changing the fuel dampner. I also noticed when you first start it up theres a blittle puff of white smoke and the smell of raw fuel then it goes away in seconds .

Wouldn't the fuel dampner show up at Idle?

Is it surging with acceleration or deceleration?
