horn doesnt work: horn or electrical?

Apparently i need the horn to pass inspection, never heard of that before.
anyways, mine doesnt work. i put in a new fuse and checked the wire behind the steering wheel panel (it was attached).
So is there a way to test the horns? i removed them, if i just hook them up to the battery will they explode or anything?
Also, how does the horn swith work? i dont uderstand what that one wire does. could i check for voltage between the wire and the metla of the steering wheel?

I tightened up all the electrical connections and it is working now. It appears that the three buttons on the wheel cover were just a little worn down

FR WILK thanks a million for that post. My horn hasn't worked since I got the car, I even went as far as rigging my own ground wire, but it made the car honk on it's own each time I turn the steering wheel. All it took was tightning up that damn brown wire!!!!

Not as much as id like

I do beleive it was an african groundhog which should be good for another 30 hp in an acura.
