Fuel Pressure too high

'87 944S fuel pressure at idle is 50 psi. Flow rate is 850 cc in 15 seconds and should be 850 cc in 30 seconds. What causes this and would it make the car hesitate and run poorly?

Yes Pressure Regulator is stock. The vacuum lines looked good so I replaced the fuel pressure regulator with a new one and I still have the same problem. What about the damper? Would a bad one cause the same problems?
