Question two water levels in coolant tank

one at the bottom of the tank with the top between the min/max lines.

1 1/2" above, another water collection area that i can see, it wiggles when i push down on the bumper and is about 1/2" below the botom of the radiator cap.

i can see the water, it's hot when at operating temp.
are there two chambers with holes to drain into the lower part of the tank or is it all open?

i had the front end up on the driveway, heater valve/hot, cap off, 2500 rpm and got nothing but water out of the bleeder hole and no burps from the coolant tank itself.

during all this idling, driving, the water temp never got above the 1st line, both fans on, all hoses hot.

any ideas.
