Power steering issue, what's the problem???
 
I have a 84 944, the power steering make a growning noise and slips the belt. There are no leaks, and I drained the fluid out and replaced in and it still does the same thing. Yes I used ATF, it foams the oil in the reservoir. The fluid is not low, I have checked it cold as well as hot. Could this be the pump? The oil I removed was a little dirty but I have seen worse. Any ideas??

You are sucking air somewhere in the system check under the boots on teh rack and see if you are leaking there.

Otherwise, your pump is on its way out.
