Fog Lights - won't turn off

Fog lights won't turn off. With key in the accessory position (and started, ect..) , fog lights stay on. Happens with headlights in any position, and running lights on and off. The fog light *switch* light goes on and off when pressed, but the fogs stay on. Busted relay? What gives?

I suppose the relay could be welded shut, especially if you have been running 100 watt bulbs in the fogs. Pull it out and test it. Then move upstream and start testing the switches.
