Question About Torque Specs

I am torquing the tie rods into the spindle assembly. Torque is 22 ft-lbs + 15 ft-lbs. What does that mean?
Initially torque it to 22 followed by a second torquing to 37. Or 22 the first time to seat it, then loosen it and torque to 15?

I believe it means torque it initially to 22, then see if the castellated nut is aligned with the cotter pin hole. If not, torque it more to line up the hole, but not more than 37.

Thanks, at about 32 ft-lbs the nut was positioned so I could get a cotter pin through it.
