valve problem

Hi.I could use some help please.I took off my intake today and i saw that the valve on the number 3 cilinder is open and all the others closed.Is that normal and if not what is wrong and what can i do.

Might be normal, depending on cam position. It seems like at least 1 intake & 1 exhaust ought to be open.

Everything is back on and the engine runs perfect so is got to be normal.
