If you cap off the rack where you remove the lines from, you won't hurt a thing. In fact, some people leave it like this and have pseudo-manual steering. If you don't cap off the rack, it will pump fluid all over the underside of your car every time you turn the wheel. It won't hurt anything (short term), but it will make a mess.

When I removed the cruise from my car, I just unplugged it from the wiring harness, cut the cable where it goes through the firewall, unbolted and yanked it out.

Find bolts the right size to fit where the banjo bolts come off (or reuse the banjo bolts and seat them all the way in - I can't remember) and that'll plug the send/return lines for you. The use a length of vac hose to run between the two outlets on the rack itself. I've run a power rack with no power for years. Some think it's heavy parking the car but I don't mind it.
