Parking brake : adjustment at lever

How exactly does the 14 mm nut on the cable at the lever in the car work to adjust the parking brake cable?

When I rotate it, the cable rotates. I guess I need to hold the cable? Hard to see what's going on - not as easy as it sounds...?

A little lube will help. I jack up one side, pull the lever three clicks, back off the locknut, and fasten my needle nose vice grips to the non threaded portion of the cable end. I then tighten the cable until I can no longer turn the tire by hand.
